Stephen Ratliff is a School Psychologist and seasoned educational leader currently serving as an Assistant Director of Special Education. Stephen brings a strategic systems-level perspective to the evolving needs of school districts—particularly in the areas of evaluation, compliance, and staff sustainability.

​

Throughout his career, Stephen has led multidisciplinary teams, overseen district-wide evaluation systems, and implemented scalable supports for students with disabilities. His leadership has been defined by a deep commitment to equity, practical innovation, and building the capacity of teams to deliver timely, high-quality services.

​

Recognizing the urgent need for better workload visibility in special education, Stephen founded Eval Insights—a tracking platform designed to help districts manage evaluation caseloads, ensure compliance, and proactively allocate resources. Built by a practitioner with firsthand experience, Eval Insights empowers leadership with real-time data while easing the administrative burden on evaluators.

Taylor Ratliff started her career in early childhood development, where she saw just how much school systems shape a child’s trajectory—and how critical early supports and interventions can be. That experience stuck with her as she moved into Human Resource Management and strategic staffing in public education, where she works to build the systems and pipelines that put the right people in the right roles, backed by the funding to sustain them. She’s always been driven by the belief that the right systems—supported by the right people—can change a child’s entire future.

Her work in Human Resource Management has centered around solving some of the toughest system-level challenges school districts face: recruiting and retaining educators, designing strategic staffing models, and navigating complex funding structures. She understands firsthand the real constraints district leaders are under—and what it takes to build sustainable, people-centered solutions.

​

At Eval Insights, Taylor uses that lived experience to make sure our tools don’t just look good on paper—they work in practice. She keeps our focus sharp, our strategy grounded, and our mission aligned with what educators and students need most.


She’s fluent in the language of district administrators, strategic decision-makers, and spreadsheets—sometimes all at once.

Somer Niemann brings over 23 years of leadership in special education, with a career rooted in service, advocacy, and systems-building at the campus and district level.

 

She currently serves as Executive Director in Pflugerville ISD and previously held leadership roles in Round Rock ISD as an Area Director and member of the district’s special education and 504 leadership team. Before her time in Central Texas, she spent seven years in Clark County School District, where she led a Child Find team supporting early identification and intervention across one of the nation’s largest districts.

 

Her background as a School Psychologist grounds her leadership in both compliance and compassion. She has designed and led programs that balance federal requirements with responsive, student-centered practices—making her a critical voice in conversations around sustainable evaluation systems and staffing equity.

 

As an advisor to Eval Insights, Somer brings invaluable boots-on-the-ground expertise, helping ensure the platform is not only innovative, but practical, compliant, and aligned with the real-world needs of educators, students, and district teams.

Dr. Sarah Gould brings over 20 years of experience helping mission-driven organizations lead through complexity with clarity and purpose.

 

As a faculty member at Regis University, she equips emerging leaders in education and nonprofit sectors with the tools to scale systems without sacrificing human connection.
